The 2030 Vision push has rapidly liberalized the social-rule landscape (cinemas reopened 2018, gender mixing relaxed, tourist visas opened 2019), but expectations around dress and public behavior remain stricter than the Gulf neighbors. Summer (May–September) is brutally hot, regularly 45°C+.
